Hi Paul,
The professionals swear by rubbing them down to be smooth but not to polish them with wax, etc. The idea is to be smooth but not to prevent the hull being wetted by the water. We are talking really small differences here which most of us could not notice.

My Dart 15 Tiger Shark 1733 has a 800 grit rub-down, fwd-aft below the water line.Psycologicaly it gos like a rocket,But on a small boat it makes very little differance.
The idea is based on the sharks skin which has the texture of sand paper.
The main thing is that it makes the cat look dirty after 6 months and you have to rub out the dirt again.
So if you want your dart to look good polish it once a year but not where you need to stand if you capsize.
