Water in the mast [Robert England]

I'm new, having just bought 1351. It's in good condition but seems to have some extra weight in the lower section of the mast in the form of water which has accumulated. I have tried standing it on each end and some weeps out of the joint end but not much. Is this a common problem? If so, what is the usual solution? I have thought of drilling a small hole at the bottom front of the section and then stopping it up either with a stainless screw or with some domestic silicon sealant.
Does anyone have experience of this?

Thanks Frank, that's very helpful. There seems to be quite a bit of water that swishes back and forth as the section is tilted, and it definitely does not drain out overnight. It trickles for a while and then the reduced pressure inside holds the rest back. I think I might be considering the small hole and stinless screw with fibre washer option, especially as the mast is rigged now.
