Yes - you just drill part way into it (through the existing hole in the tiller) and put a pop rivet in the hole. They don't fail at the pop rivet - just at the bendy bit.

Do not use a pop rivet, use a short screw. You won't have to borrow a riveter and rivet in a hurry if it goes again.

If you sail on the sea, be prepared for some electrolytic action between the screw and the aluminium which may make the screw difficult to remove.
Using a stainless steel screw will help....
